The latest available version is phpBB 2.0.22. (or some other version) You are running phpBB 2.0.21. (or some other version)
That is simply an automatic message from the people who made the phpBB forum software saying that an update is now available. Only our Webmaster can install updates for ForumUp forums. All forums will be updated when our Webmaster feels the updates are stable, and then, if so, when he has time.
Your forum will work fine just as it is. Do not download anything as you won't be able to do anything with what you download from phpBB.com.
